2. Main Immediate Priorities for Emergency Aid

Aid is getting through to more and more locations. Water is available at many water points throughout Port-au-Prince, but quality remains an issue

An estimated 500,000 people are living in 47 improvised camps just in the capital, Port-au-Prince 6

A second EU Civil Protection Mechanism team was deployed to Haiti today to replace staffers of the first team and to reinforce cooperation of the international relief effort

Untreated injuries, infectious diseases and sanitary conditions remain a priority concern.

3. Main Challenges for International assistance

Lack of government capacity to co-ordinate
The UN Stabilization Mission in Haiti (MINUSTAH) issued a request for a team (minimum two) of certified structural engineers to assess the damages on MINUSTAH premises, and possibly others belonging to the Government of Haiti 8

5. EU response
5.1 Humanitarian Effort

The EU pledged a total of €122 million in humanitarian assistance up to 18 January, in response to the earthquake in Haiti. The Commission's own emergency relief package is worth €30 million (including €3 million in fast track funds allocated less than 24 hours after the earthquake struck). The table below shows the amounts committed so far and formally notified to ECHO by Member States through its humanitarian aid reporting system.

5 .2 Civil Protection
The EU has deployed more than 745 experts and substantial assets from 23EU/EEA countries that are providing assistance to Haiti through the EU Civil Protection Mechanism (Austria, Belgium, France, Luxemburg, Italy, Sweden, Spain, Germany, Netherlands, UK, Iceland, Portugal, Poland, Finland, Denmark, Ireland, Estonia, Norway, Slovakia, Slovenia, Malta, Bulgaria and Hungary).

5.3 Support for Early Recovery and Reinforcing State Capacity
The European Commission will make €100 million available for early non-humanitarian assistance, focusing notably on restoration of government's capacity to operate effectively.
DG RELEX, DEV, AIDCO and ECHO have participated to a Teleconference with both the World Bank and UNDP (UN Development Programme) for the launch of a Post Disaster Needs Assessment (PDNA) mission in Haiti in the coming weeks. The PDNA is an assessment that takes into consideration immediate Early Recovery Requirements as well as Medium and Longer Term Recovery and Reconstruction Needs , including the human recovery, the valuation of damages and losses caused by the disaster and the costs and benefits of disaster risk management . The joint PDNA will form the basis for the International Pledging Conference on Haiti.
5 .4 Mid-Term Recovery / Reconstruction and Rehabilitation Phase
In addition to early EU humanitarian and civil protection assistance and short term recovery and support to government capacity, the European Commission will make available €200 million from the 10 th and 9 th EDF funds for Haiti. This will be in addition to individual contributions from EU Member States' budgets.
